Accomplishments

Carol has demonstrated her commitment and ability to work effectively as an elected official on the state and local level. She has consistently been a leading voice for meaningful policy changes that positively impact our most marginalized community members. In her first term as State Representative, Carol was extremely successful in passing legislation with bipartisan support. 

In her first 2 years, Carol successfully introduced and passed:

HB 1326: Banned PCB disposal in the Mahomet Aquifer, the sole source of drinking water for all of Champaign-Urbana.

HB 1302: Increased diversity in civil service hiring.

HB 6200: Lowered the cost of phone calls from Illinois' prisons to keep families in touch with their incarcerated loved ones.

HB 6213: Streamlined the health insurance signup process, so individuals are choosing plans that meet their needs, and not just lining the pockets of insurance companies.

SB 2505: Required acceptance of the International Baccalaureate classes, which removed a major obstacle to higher education for students of color.

SB 2536: Required in-home child care providers attend regular life-saving training classes while ensuring they are fairly compensated for their time.


This 2017 Session: 

Carol worked on a major piece of legislation to bring needed reforms to the exploitative temporary worker industry. The #2 reason America is losing jobs is that well-paying, unionized jobs are being converted to temporary employment that offers no economic stability, no worker protections, or the ability to bargain collectively. HB690, the Responsible Jobs Creation Act, seeks to address these issues and give workers more tools to demand fair and just working conditions.  She successfully passed this legislation in both the House and Senate.

Carol also followed up the prison phone bill with a video calling bill, HB2738, to ensure video calling from incarcerated individuals to their family members remains affordable and does not replace in-person contact visits. This bill had the support of the Illinois Department of Corrections and was a collaborative effort.
